Apartment plumbing rarely affects one lot on its own.
A leak reported in one apartment may be coming from shared pipework, the lot above or a service running through common property. Before recommending a repair, Measured Plumbing confirms the location and likely source, works out what the affected pipework serves and explains what needs to happen next. That gives the property manager or committee something solid to decide on.
We look after apartment buildings, common areas, tenanted properties and managed portfolios across Melbourne CBD and the inner suburbs. The work runs from urgent faults and leak investigations to scheduled maintenance and staged pipework renewals, and every job is coordinated around access, occupants and the approvals required.
Measured Plumbing is owner operated, so the person who raises the job deals with Heath Jenkins directly and gets the updates as the work progresses. Findings come back with photographs, the likely cause and a recommended scope, in a form a manager can forward to an owner, a committee or an insurer without rewriting it.

Common property or an individual lot?
The first step is working out where the fault sits and what the pipework serves. That is what the owners corporation or manager needs to allocate responsibility against the plan of subdivision.
- 01
Apartment buildings under an owners corporation: shared stacks, risers, mains, plant, pumps and common-area fixtures usually sit with common property.
- 02
Individual lots: branch pipework, taps, toilets, the lot's waste pipework before it reaches the shared line, and the lot's own hot water unit usually sit with the lot.
- 03
Shared drainage: boundary traps and common drainage lines serving several lots are usually common property.
- 04
Tenanted houses and apartments managed by an agency, including urgent repairs under Victorian rental laws.
- 05
Managed portfolios where several properties run on the same reporting format and authority limit.
- 06
Buildings where responsibility is unclear and the fault has to be investigated before anyone approves the repair.
Where responsibility is not immediately clear, we investigate and record what was found: the location, the likely source and which lots the service supports. The manager or owners corporation then uses that record to confirm responsibility and approve the next stage.

Stormwater riser
Stormwater riser pipework serving several levels of a multi-storey building, a typical common-property service.

Suspended sewer drain
Suspended sewer drainage run beneath a slab, carrying waste from the fixtures on the floor above.

Hot water fit-off
Hot water unit fitted off with new valves and connections, the kind of in-lot repair an agency raises.
What affects the cost of strata plumbing.
Cost depends on access, where the fault sits, the investigation required and the condition of the existing pipework. Work inside occupied lots, shared risers or concealed ceiling spaces takes more coordination than the same repair in a house, because access has to be arranged with occupants and sometimes with more than one lot.
Where the cause is unclear, investigation and repair are quoted as separate stages. The instructing manager gets a clear initial scope and a cost for finding the problem before committing to larger work, and the repair is then quoted on what was actually found rather than on a guess.
Scope, inclusions and exclusions, in writing.
Anything outside what was agreed is priced and approved before it proceeds, so no variation lands on an invoice unannounced.
